What is the levy and what is the money used for?
The CITB levy is 0.25% of the estimated value of building and construction projects (over $15,000 including GST) in South Australia.
The money is used to:
- advise the state and federal employment ministers of the skills required by the building and construction industry
- co-ordinate training and ensure employment related training meets the skill requirements of the building and construction industry
- subsidise the training of workers in the building and construction industry

Who pays the CITB levy?
The project owner in respect of any building or construction work is liable to pay the levy on that building or construction work.

When do I pay the levy?
The project owner must pay the levy before obtaining building approval for the relevant building or construction work; or if no building approval is required, before commencing that building or construction work.

Who is the project owner?
In most cases the project owner will be the builder or prime contractor engaged to undertake the building or construction work.
In cases where a builder has not been appointed prior to council approval then the owner of the property will be the project owner.

How do I pay the levy?
You can pay the levy online, simply click on the link below. You can choose to pay by credit card (visa or mastercard), cheque or direct debit.
If you pay online by credit card you will receive an immediate receipt.
If you pay by cheque or direct debit you will receive a receipt when your payment has been processed.

How do I work out how much levy to pay?
The levy is 0.25% of the estimated value of building or construction work including GST. To calculate the levy amount multiply by 0.25% or divide by 400.
For a project value of $256,000 including GST:
$256,000 x 0.25% = $640.00 Or $256,000 ÷ 400 = $640.00
The levy amount is $640.00.
There is no GST included in the levy amount.

What is building and construction work?
- extension to an existing house or building
- construction of a new house, building or structure
- demolition of a house, building or structure
- excavation work for new subdivision
- site preparation
- new roads and footpaths and repairs to roads and footpaths
- office fitouts
- installation of transportable homes
- airconditioning and electrical work
- landscaping
- and more

What is included in the estimated value of building or construction work?
Generally the estimated value will be the contract amount (if a contract exists to do the work).
If no contract exists the value will be based on a reasonable market price for the work with the following included:
- labour, services and fees payable in relation to the work
- building materials
- fixtures, fittings and components

What happens if my estimated project value changes during the course of the building work?
If the value of your project changes by $25,000 or more you must notify the board within three months of completion. The project owner will be invoiced or refunded for the adjusted amount x 0.25%.

The project owner will be required to complete a levy refund application form and will be entitled to a refund.
